The Extraordinary Chambers in the Courts of Cambodia (ECCC) has a shortfall of $43.7 million after pledges received so far, the court said on Tuesday. The tribunal has cut its proposed budget to $143 million from $170 million sought from donors and brought its expected end date forward by a year to 2010. After serious delays in establishing the tribunal, followed by endless pre-trial hearings, it is feared the court would be broke before any of the ageing cadres faced justice.
